カンボジア・シェムリアップで開催されているメコン河委員会（MRC）は、昨日（12月8日）、「本流ダム開発計画の影響を含めて、メコン河の持続可能な開発と管理に関する追加調査が必要である」（…there is a need for further study on the sustainable development and management of the Mekong River including impact from mainstream hydropower development projects）とする加盟四カ国の合意内容を発表しました（発表原文は、以下のサイトで閲覧可能）。

昨日の発表で今ひとつ注目すべきは、追加調査への支援を日本政府に打診するとしている点です（The Council Members, comprising water and environment ministers from Cambodia, Lao PDR, Thailand and Viet Nam, agreed in principle to approach the Government of Japan and other international development partners to support the conduct of further study.）。しかし、追加調査の内容や期間について、詳細は示されていません。日本政府が追加調査への支援を検討するのであれば、サイヤブリダムをめぐるこれまでの協議の経験を踏まえ、とりわけ、情報をきちんと公開することで調査の透明性を確保し、流域に住む人びとの声を十分に反映させるなど、満たされるべき要件があります。また、追加調査がサイヤブリダム計画に対する判断材料となるためには、ラオス政府が建設予定地ですでに着手している道路や作業員宿舎の建設工事および住民の移転を即座に中止させなければなりません。
